feat(elements): a-blur: Adds `initialfocus` ans `allowscroll` attributes.

Resolve this feature request: #14 (closed)

In some use cases it is not appropriate to automatically set the focus to the first element when the element is enabled. With the new property it is possible to deactivate this behavior.
